Competent Learner Model



The Competent Learner Model (CLM) evolved from over 50 years of research that looked at effective methods of helping all learners achieve success at home, in school, and in the community.

The goal of CLM is two-fold: To implement effective and sustainable educational programs for individuals with unique needs, and produce competent learners across seven key repertoires (talker, reader, writer, problem-solver, participator, listener, and observer).

Implementation across Virginia is underway within a variety of classrooms, Pre-K-12.


Commonwealth Autism serves as a Regional Associate across Virginia and surrounding territory for the Competent Learner Model (CLM).  CLM is a multicomponent package with learner assessment and curriculum based in the science of Applied Behavior Analysis and incorporates Precision Teaching and Direct Instruction. It also includes professional development for staff.
